LEISURE CENTRE REDEVELOPMENT PARTNERSHIPSITUATION The Town of Vincent together with the State Government were looking for a private partner to enable the $13 million redevelopment of the Loftus Recreation Centre to proceed. After a thorough tender process Belgravia Leisure was selected as the organisation with the most experience and substantial financial backing for that partnership. Belgravia Leisure identified untapped potential that could be realised with a significant venue expansion that would include additional indoor courts and expanded health club facilities. SOLUTION Once appointed venue managers, Belgravia Leisure entered into a partnership with the Town of Vincent and the West Australian State Government to embark on a $13 Million expansion that incorporates an eight court indoor stadium, 1000 square metre health club, additional group fitness studios, function rooms, expanded kiosk facilities and child care. The site also houses the WA Gymnastics Association. Belgravia Leisure and the Town of Vincent have entered into an agreement whereby Belgravia Leisure will provide management services for a period of 20 years for the operations of the Loftus Recreation Centre. This arrangement includes an investment of capital, annual rent and payments into a sinking fund for capital replacement. OUTCOME Loftus Recreation Centre is now one of the premier indoor leisure facilities in Western Australia playing host to both state and national sporting competitions as well as servicing the needs of local and wider metropolitan sports enthusiasts. The redeveloped venue now attracts over 400,000 additional visits per annum and provides a substantial financial return to the Town of Vincent. Through the partnership with Belgravia Leisure the Town of Vincent have been able to provide the community with a superior facility that is financially sustainable well into the future.
MAJOR VENUE MAINTENANCE PLANSITUATION In 2006 Belgravia Leisure was appointed manager of the Whitlam Leisure Centre and the Wenden Leisure Centre by Liverpool City Council. For a variety of reasons both centres were in need of major maintenance and refurbishment. Significant expenditure was required to meet Place of Public Entertainment requirements, PA and Lighting needs, major roof and pool leaks, and change room refurbishments. SOLUTION In order to systematically address the long list of maintenance and refurbishment requirements it was identified that there needed to be a major increase in the maintenance spend for the centres. Belgravia Leisure, as part of its management solution, committed to an annual maintenance fund three times larger than had ever been previously budgeted. In conjunction with Council, Belgravia Leisure then identified a list of priority works for each centre and undertook the project management functions where appropriate. As the major works have been completed Belgravia Leisure has been progressively developing and introducing a preventative maintenance system that will ensure that either venue does not fall into disrepair again. The annual maintenance spend will be maintained for the duration of the contract with any outstanding balance carried forward into subsequent years. OUTCOME The most obvious outcome of this maintenance focus has been the re-opening of the Whitlam Leisure Centre stadium. Once a major entertainment venue in South West Sydney, the centre had to be closed until significant works were carried out. Now complete, the major concerts, sporting events, and cultural activities are returning to Whitlam in droves. The positive response and the dramatic improvement in the business has provided Liverpool City Council with the confidence to embark on a complete replacement of the stadium roof and major pool hall refurbishments. In addition to the normal recurring requirements, the major maintenance fund has now provided for entry foyer and change room refurbishment, commercial kitchen refurbishment, for squash court reconfiguration, program pool refurbishment and health club expansion. The feedback from Council and the community has been very positive as they see the flagship leisure venues of the region returned to their former glory.
